Landfill leaves some tiles covered in "land" that are still water tiles, causing invisible water tiles, that look like land but you cant place anything on them.

Holding landifll over those tiles:

Confirm the same thing happening to me. Placing landfill over those "invisible" water tiles will let you place on them, but it isn't obvious by looking at it.
