0.16.2 Error loading Base mod

hello!
some problem.
Steam version, 0.16.2, experimental.
if i click "RMB on steam -> Factorio" and if double LMB on shortcut on desktop, Factorio show error
in chat someone say "delete and download new, install". it doesn't work
some problem.
