please help me figure out how to get it thanks if you tell me

You connect an offshore pump to a boiler with fuel, then connect the boiler to a steam engine.

My video here does a good job of explaining this.

You also need something to use the electricity, like an electric miner or research lab. Connect that with electric poles to the steam engine.
