[0.15.34] Pushback on rocket silo not working

tl;dr - I wanted to create pushback onto a rocket silo (which is in auto-launch mode), but that didn't seem to work. Instead it still launched rockets, the output slot of the silo stayed at 2k, and so it seemed to waste 1k of space science packs per launch.
More specifics about the setup: I basically wanted to use space science packs like I would anything else: Buffer a certain amount, then rely on pushback causing the rocket silo to stop producing space science (i.e. launch rockets). Specifically, I had my rocket silo set to auto-launch and had an inserter take out the space science packs and put it into a passive provider chest. Initially I had no slot limit set on the passive provider chest, and so it accumulated about 15k of space science packs, or about 7.5 slots (given the stack size of 2k). At that point I decided to limit the slots to 5 (so from now on only buffer 10k), but never used the excess 5k space science currently in that chest. At that point I noticed that still more rockets got launched, which I assumed was just to fill out the output slot of the rocket silo to the stack size (2k), but then it kept happening and I wasn't sure if I just didn't remember correctly.
At this point I made an explicit test:
1. Disable auto-launch
2. Wait until the rocket is ready to go
3. Check that (1) the passive provider chest is still over capacity at the 15k and (2) the rocket silo's output slot already has 2k space science packs in it.
4. Activate the auto-launch-option (I on purpose did not click 'launch' manually in case that made a difference)
5. The rocket got launched immediately and the silo closed again, and a now rocket started being built
6. The inserter that would normally take out the space science packs stayed inactive, the passive provider chest still had 15k space science packs in it, and the output slot of the rocket silo stayed at 2k.
--> Where did my 1k of space science go? Or rather, shouldn't the fact that the output slot was >1k have caused the rocket to not be launched?
