[15.33] Inserter Putting Items on Full Belt at Underground

I understand that .16 is going to fix a lot of belt-related behavior, and my hope is you'll say the same here. However, I wanted to share this with you to see if it needs to be specifically addressed prior to .16.
TL;DR An inserter can insert items onto a fully-loaded underground belt, but only in one direction.
1. See the above image for what I did. It's a belt array I'm sure you've seen a million times by now. In it, I am only producing red belt (so I'm pulling gears off the interior lanes B and C only since they are staying full).
2. The red arrow up top is highlighting an inserter working as intended, where it cannot load onto Lane B because it is full. Interestingly, the green arrow is highlighting an inserter that IS operating, essentially injecting items onto an already-full Lane C.
3. The inserter marked by the green arrow here should NOT be able to inject items onto Lane C in its current state.
As I said, I hope you say this will be resolved in .16. I find it interesting, though, that only inserters in that particular direction exhibit this behavior.
