[0.15.32] Landfill underneath Offshore Pump

Using landfill underneath the area where an offshore pump extracts its water should not be allowed as it appears that the pump just goes into ground.
Also, if you destroy the pump you can no longer replace it. This is an issue when the monsters in the world destroy the pump.
My recommended behavior for this is that either the land cannot be placed on that one block of water, and a message is presented, [my personal favourite]
or the offshore pump is destroyed.
