I see this flashing icon and I don't know what it means. What does it mean?
Where can I go to find out what all the various flashing icons mean?
I tried googling but obviously I am not using the correct search terms.

You need one of these:

It means that the chest is not having a roboport nearby

If you look at the icon and squint a bit then it looks like a roboport with the wireless network symbol on top.

Thanks for the prompt replies, however, is there somewhere that documents this, and other icons as well?
A user manual, perhaps?

PS. I did try squinting before posting the original question, but, obviously, my imagination is not up to it!

Challenge in making these icons is that they should be understandable without a manual. It seems this one is not good enough.

Looks more like a strange robot head than a roboport.

Is there any reason why the icon has to be monochrom? Why not put the actual roboport icon in there?

In the wiki, a sample of an icon and a one sentence explanation as to why it is shown would do.
Alternatively, hover cursor over it and a tooltip tells me what it is trying to say! Then, no manual needed!
