How to moderate discussions?

The discussion pages for my mods are a mess. Between "hit and run" bug reports ("It crashes" with no information and no response to inquiries), user error bug reports, issues I cannot fix (API limitation, bugs in other mods) people replying to unrelated threads to post their own ideas/issues, and general difficulty of use, there is little if any value in keeping most of the posts, or allowing further contribution there. I would like to push discussion to my GitHub for bugs and a (upcoming) mod thread for everything else; however, I cannot do that if people can keep posting on the portal, burying the "go here" announcement.
Do I have some means to do this?
