Disallow lost construction bots from taking jobs

The combination of personal logistics and train rides can result in my personal bots getting stranded, either because I didn't pick them up before I left for another station, or because halfway through the ride they decided to repair or build something.
I installed a mod that allows shortcut keys to enable/disable personal logistics, which helps a lot (and would be nice to see in vanilla, but that's another matter). I still lose some bots but I don't really care, bots are cheap at this point.
However, what really annoys me is the way that job assignments work. It often happens to me that I order construction of say 20 buildings; the first 10 are placed down immediately by my bots, but the other 10 are never placed. As far as I can tell, these jobs are assigned to the robots that are slowly making their way across to me from the other end of my base, and as a result don't get done while 40 bots are in my inventory waiting.
This has started annoying me relatively recently, so it might be a consequence of a recent change, or I just never noticed as much.
Suggestion: disallow (personal) bots from accepting new construction jobs if they are either (a) outside of my logistic network range, and/or (b) slowed down because they are low on charge.
