Medium Power Poles should be in-place upgrade to small

TL;DR
You should be able to quickly replace a small electric pole with a medium without dropping power to the machines around it.What ?
When I select a medium power pole and click on a small power pole, nothing happens.I should be able to make this replacement in one move like I can for inserters, walls/gates, conveyors and automated factories.
Why ?
It makes refactoring and cleanup easier.I often run into situations where I need to put a pole just a little farther from an existing small pole than small poles allow. I have to remove the small pole and put a large pole in its place, creating a blackout for nearby (or even distant!) machines.
