I have connected my offshore pump, have water running though my pipes to the steam engine, but my electric mining drill is not working, It has a red flashing power icon?

The red power icon means that the entity is receiving no power. Check your steam engine setup if it produces enough power.
As far as I can tell from what you wrote you need to build boilers in front of the steam engines, run the water through them, put coal or wood in them and then they produce steam. The steam will be outputted on a third pipe connector which can be connected to the steam engines.
Press in game the <Alt> key to see what pipe goes where.

Ok, so I have progressed(Slightly) The only way the drills work now is when first placed on the map, then after 2 or 3 seconds they stop?

sounds like they are getting power now, they do need a container or belt in front of their output to receive or carry the ore.
