In attempting to complete the achievement of only personally crafting 111 items, I have found that the Oil Refinery does appear in the crafting menu of the Assembling Machine 2. As I have not gotten to the point where I can craft Assembly Machine 3's so I cannot confirm whether or not Oil Refineries are missing there as well.

I can craft the Oil Refinery on my own:

But not in the Assembly Machine's:

And the appropriate research is complete:

Not a bug, the Assembling Machine 2 is not able to craft Oil Refineries, as they require more than four ingredients.
