[0.15.16] Fish gets timer animation when launching capsules

Don't find anything about this being reported before.
If I have fish in my toolbelt (who doesn't) and launch a destroyer capsule, the fish gets a 'timer animation', probably meant for the capsule.

It is actually the cooldown the capsule starts when one is thrown. Something similar happens if one fires the tank cannon; there's a cooldown applied to the machine gun and flamethrower as well.

Fish are capsules, same as grenades, poison, and combat robots

Heh. The effect chain for most capsules is
Create projectile > impact effect.
Fish work the same except they just damage the player instead, for -20 damage.. Or whatever it is now.
