Easily reproduced!

Start game.
Click Play.
Click Scenarios.
Select base/sandbox, click Create.
Click Mod Settings button. Game will crash.

Ran into this when attempting to reproduce the Signals Tab UI crash.

Same thing here, just that I was trying to create a normal new game.

Clicking from the first screen works, clicking from resource setting screen crashes the game instantly.
