Splitter only splitting to one side

Hello,
I am not sure if this is a bug or intended behaviour.
At least I always thought splitters should just split the belt, and not change the side items are on the belt.
See the screenshot with the marked splitter.
Only the outer sides get copper plates. The inner sides only get filled when the lines are backed up.
(For a brief moment I had it that I could switch it so the inner side will always be filled if I used a fast splitter, but can't reproduce it anymore.)
Never mind, that only happend if I feed a fast splitter with fast transport belt, but the output was connected to normal transport belt, which couldn't handle the throughput on one side.

Sidenote:
I had a lot of difficulty taking this screenshot. If I use PrintScreen in fullscreen mode and paste it into Paint.NET, I would only get a screenshot of the pause menu ...
