Since factorio updated to .15.9 I have been having issues with connecting to multiplayer maps. I download the map just fine, but as soon as I load a map I get dropped, but the 'server is not responding' bar is not showing up. Pressing escape doesn't work either, and alt + tab is also not working. This makes me have to restart my computer.

It looks like you're just running out of RAM and it's paging to disk. You only have 2 GB of RAM which is barely enough to run very small maps and you're trying to connect to a 23 MB heavily modded map.
