The atomic bomb research doesn't require explosive rocketry.

Balancing? This is clearly a bug.

1) You can only shot an atom bomb with the rocket launcher.
2) Atom bombs make big explosions.
3) You can use them without researching explosive rocketry.

You don't necessarily need to know how to make an Explosive rocket (large AoE) to understand how to make an implosion device (used to start the nuclear chain reaction in all atomic bombs). You do, however, need to know how to make explosives of some kind, and how to control the timing of their detonation and the resulting shockwaves precisely (must be simultaneous. Knowing how to make a (basic) Rocket is enough to have a delivery system for an atomic weapon, and that's part of the research that unlocks the Rocket launcher anyways.

From a gameplay point of view it probably doesn't matter, because by the time you're able to research atomic bomb, you could've researched explosive rocketry thrice over.

From a logical point of view I'm in favor of making it a prequisite. You DO need to know how to make a rocket explode correctly before it's worthwhile to consider how to make it implode as needed for atomic bombs. Or at least that's what my general knowledge would tell me.

The regular rockets unlocked with the rocket launcher themselves already cover the 'explode correctly' thing.
