[15.6] Uploading map without progress

I have hosted my first game all was fine so far. Clients could connect and play well and lagfree.
Then after a time a player joined a game and took around 30 Minutes to download the map. I have checked the connection and the single player kept draining 520 KByte/second, that is a traffic of almost 1 GByte to one player. Other players joining during his period got 0 KByte/seconds. Clients that are playing took around 1-2 KByte per second as common, nothing changed there. Also the Progressbar for Downloading stalled several time.
His ISP was located in Germany where the Host was located too. So i dont believe in strange package losts over the african route or other strange things.
