terrain and sky mods

Creating maps with extra mountainous regions by making dense patches of boulders and rocks, could be interesting, especially if rock objects could stack vertically. It doesnt seem like a +1 vertical exists, but there is some kind of -1 for underground belts.
Tall mountains could then make tunnels for trains and such an interesting feature.
Im thinking of modding the tank into a boat.
Finally, I'd like to run a clouds mod that is apparent above a certain zoom level. Each tile having a very tall range of potential cloud tiles. Possibly even a rain or snow thing.
The main idea is that a lot of potentially interesting mods require a 3D that exists partially with underground belts, but might be unnecessarily cpu intensive if implemented poorly. The terrain is one of my favorite things about the game. I like the idea of using everything or having to work with it, including the bodies of water and maybe the rain and wind and mountains.
Any thoughts?
