With the advent of .15, the API now supports custom circuit alerts.
Letting players create custom alerts via circuits should be added to the base game, and it fits in very well within vanilla Factorio.
Someone has created a mod that pretty much lines up with this suggestion in .15, it is linked below.

Maybe it would be a good idea to rename the speaker to just "Alerter"... because it's able to do both a visual and audial alert.

No, because some will cry come to the idea of "Oh, how cool would it be to have the Alerter also as a device that can play music, like a speaker"...
