[0.15.x] Kills UI gets cut off if no kills in last 5s

Pressing K to open the Kills window, if you have not killed anything in the last 5 seconds, opens the window centered, with no graph. If you then change the time to expand to 1 hour, the Kills UI falls off the screen when the UI scaling is set to >150%. If you have kills within the last 5 seconds, the window opens with the graphs, centered and it works

Repro Steps:
1. Start new game
2. Set UI Scaling to 150%
3. Kill something (tree?)
4. Wait 5 seconds
5. Press K
6. Click 1h

Expected:
The UI should adjust location to accommodate the graph, like when UI opens and you have killed something in the last 5 seconds (the graph is shown). Or Alternatively, ALWAYS show the graphs for kills.

Actual:
UI falls off the bottom of the window

Yes, it is the same window just different data. The fix should fix both. (as well as the production)
