Noise is generated when the assembling machine operates after setting the sprite resolution low.

Looks like a VRAM glitch.
Go to %AppData%\Factorio\ and delete atlas-cache.dat and crop-cache.dat. Restart the game and you should be fine.

Please upload any game log file so we can see your PC configuration and settings.
