That little melody playing when you launch the game has a volume independent of your music volume setting. It is affected by the mater volume tho.
It gets a bit annoying when writing mods and restarting the game over and over and it didn't use to do that in 0.14.

Thanks for the report. That sound was tied to the ambient volume for some reason. I've changed it to be tied to the music volume so it's fixed for the next version of 0.15.
