Large blueprint books, viewed in the library, don't have a scrollbar:

Yet the inventory screen does:

Although here I can't see the names as easily.

I know the second part's not a bug, but can names be shown there too?

Not a reply to your bug, but: change your blueprint icons to numbers. On the last tab of the "pick a symbol" dialog you can pick letters and numbers. "[3][7]" is a great label for a 3-to-7 balancer.
