[0.15.2] Minimum chunks between new bases ignored

Hey,

i noticed that it seems like the "Minimum chunks between new bases" setting for expansion is being ignored by the game. (Unless i understood it wrong) It appears like new bases are spawned within the range of chunks that are closer than the set value.

I created a new game with default settings, cranked up the "Minumum..." settting to 10 and the max setting to 20 and had the creative-mod running.

After letting the game run at x10 (or whatever my cpu actually managed) for some time it looked like this.

Especially the base that spawned last (the one within 3 chunks to the topmost base that was already there since the start) is definitly too close.
The debug overlay for expansion candidate chunks is also reflecting this. (At first i thought it was just not updated properly but it seems it is correct.)

As an added bonus maybe it would be nice to also respect the setting during map generation so the densetiy of the spawned starting clusters is lower?

You're right, that slider is connected to a value that's been ignored since at least 0.13. I removed the slider for 0.15.4, we might re-add it in the future.

yes pls. I like biters but not being able to leave base without having to go through 15 nests after a few hours of game time is kinda annyoing.
