Bug: no Traditional Chinese character can be displayed.

Steps to reproduce:
1) Launch Factorio.
2) Go to Options > Others > Change locale to "Chinese Traditional (zh-TW, 99%)"
3) Restart Factorio.
4) Observe.

PS: but Simplified Chinese does not have such problem.

Edit: the bug is still here in 0.15.5.
