From what I saw in your video you don't have enough heat exchangers in you setup.

As per FFF 173, the neighboor bonus increases the number of heat exchangers that a reactor can support. 40 seperate reactors should support 160 heat exchangers which is what you show in the video.

With the neightboor bonus, your 40 reactor setup should support 366 heat exchangers: 12x4=48 for the reactors on the end that have 200% neighboor bonus and 16x18=288 for the reactors in the middle with the 300% neighboor bonus.

I would love to see you retest that setup with that number of heat exchangers and a corrisponding increase in the number of turbines.
