[015.2] Inserters pick items of underground inconsistently

I first noticed this bug in 0.14 but didn't report it in the hope that it was one of the many bugs you guys fixed for 0.15. However, it still appears to be around. Today I have confirmed that it is in 0.15.2.

Nb this is in my 15RPM megabase save.

I have sets of underground belts leading into my rocket silos which are loaded with stack inserters. I noticed that some of the rockets silos are launching rockets faster than others despite the fact that they should all be running at the same speed and have the same resources fed to them. All the belts are express belts, all the inserters are stack inserters and all the rocket silos have the same modules and the same number of beacons giving the same production and speed bonuses.

When you load the save if you look at the sets of inserters above the silos to the left and right of my character you will notice that the ones on the left swing more frequently than the ones on the right. Furthermore when I looked closer I noticed that the inserters on the left were actually picking items up faster. This is true even when all the belts are backed up.

This isn't a game breaking bug, but it was really annoying for this save.

I have found a couple other bugs in the same save, but will create separate posts, but you only need to download the save once.

Inserters picking up from the exit piece of an underground belt have a *very* small area on the belt they can grab items - which results in the poor speed you're seeing.

If you don't want to deal with that poor speed then you need to not pick up from underground belts.

But that doesn't explain why the ones on the left are picking up faster than the ones on the right.
