Fresh install on win 10 x64.
Bug acquired initially on 0.14.22 and on 0.15 has found too.

Maybe related to this: viewtopic.php?f=41&t=30322
Try to enable/disable texture compression in the Graphics settings.

yeah, texture compression disabling solved problem.
bug is mod/locale independent.
