I have crash with "ROOT.other" and after disabling Steam cloud i've got started game, but there completly no text (on Russian localization):
System: Windows 10 x64

possibly font problem when non-english locale selected :/
1 run game
2 hit 3rd button in menu ("Options")
3 hit 5th button in menu ("Other")
4 in next screen select english (topmost select field)
5 hit right-bottom button ("Back")
6 hit bottom button ("Back")
7 hit bottom button ("Exit")
8 restart game - now you have english locale with text labels, until devs fix this problem

Yes, it is. In Steam version localization could be selected in SteamClient game properties. It works for me.

This should be fixed in 0.15.1:
[0.15.0] Russian Localization don't work at all [Resolved for the next release]
