It shows this error when loading a multiplayer map...

Cannot join. The following mod script files are not identical between you and the server:
mod-base

But I have no mods installed and I verified the game file integrity in steam, but it still wont work...

And this is when I try to create a server...

Failed to determine external IP address. Other players might not be able to connect.

And then chat says...

server connection resumed


I have no mods or anything, what do i do?

Is it any server you try to connect to or only a specific one? If you never tried another one, do so.
When you verified the game files what did the report message at the end say?

its on any server even a friends game.... and steam says all files verified

Uninstall the game on Steam, then delete the C:/Program Files (x86)/Steam/steamapps/common/Factorio folder, then go to %appdata%\Factorio and delete the mods folder, even if it is already empty.
Reinstall the game on Steam and then check if it still happens by connecting to a random (not your friend's) vanilla server.

Wait, just delete: .../data/base/control.lua it should not contain anything and in your case it does.
