Do I get it right that rail tanker is going to be universal for all kinds of fluids? If so, does it mean it will be possible to build power plant far away from the water and carry it from some far-away lake by train?

While theoretically possible I don't think this scenario could be any effective due to enormous amounts of water that power plant consumes.

We do know from
https://www.factorio.com/blog/post/fff-164 that, as part of the nuclear power work, the way in which steam engines work is changing to consume steam instead of water. I wouldn't be surprised if the overall water usage dropped significantly.
https://www.factorio.com/blog/post/fff-173 shows 1 reactor driving 4 boilers and 8 steam engines, so the 4 reactor setup shown with 48 boilers would be 96 steam engines. Today that would consume 576 water per second, which is more than double what the 4 offshore pumps shown could provide.

I hope so, even though you will need some non-trivial infrastructure to move that much water.
