[14.22] Basic Oil Processing missing

I was progressing through one of my saves and noticed that when I finally got to oil processing I was unable to progress any further through my playthrough. I was unable to figure out what the problem was, and It may be specific to the single world. I am unable to find the data for the world/character, and the closest I can think of that may be triggering the bug is accidentally tapping CAPS Lock and opening any of the menus.

This is not a bug. Basic oil processing is processed in an Oil refinery, you are trying to set the recipe in a Chemical plant.
The Oil refinery is the building in your first screenshot in the second row, next to the pumpjack. In Factorio it's in the crafting menu in the second tab (production) one to the left of the Chemical plant.
