Trouble connecting to server, firewall warning UDP flood

Ok, this is a bit complicated but I will try and supply as much information as I can.
I am located in the UAE with the ISP Etisalat.
Both myself and a friend in the UAE are finding it impossible to connect to a server, whether it is hosted here on our local machines, or overseas on my CreeperHost VPS.
Behavior- When connecting to the server it begins to download the map, but very slowly, like 1-2kBps or even down to 0B/s. After about 20 secs the speed jumps up and the map downloads, but then we are met with a black screen and a "You have been dropped from the game" GUI pops up.
When I use a VPN to connect outside the UAE the map downloads perfectly and I can get into the server no problem.
I investigated if perhaps my firewall was the problem. I have "flood attack" enabled and I get a log warning message "Detected stationary source udp flood attack, dropped 5568 packets" always somewhere around 5000-6000 packets.
I turned off my udp flood attack protection, but it did not fix the problem.
Currently, my hypothesis is that my ISP is at fault here, since I can connect just fine by using the VPN. Perhaps my ISP has a "flood attack" threshold of their own that is blocking the packets from getting sent properly. Also, all other games seem to work perfectly, including connecting to my Minecraft server at the same Creeperhost address. I wanted to put my problem up here to see if anyone else has experienced this or if someone with more technical knowledge than myself can help determine the problem. I want to have as much information about the issue as possible before contacting my ISP.
To the devs- is there a way to stop the game sending so many udp packets at once and triggering this?
