Desync on multiplayer connect

Running a modded multiplayer server for me and my friend, about 20 hours in today he ended up in a desync loop when he joined, the log will be in the comments or something since it won't let me put a url in my first post. I've looked through a lot of forum posts and not really found anything so far that actually gives any information
and maybe a different forum like
