Proper procedure for help with a desync report?

Getting semi-frequent desyncs playing factorio multiplayer, Trying to sort out the solution, but looking for some help. Not sure what the proper path is for this.

It is up to 3 players at a time, and I am the only one experiencing desyncs (outside of one offs for others). Most likely I am thinking it is my firewall machine, switch, or cable modem. It is unlikely to be my desktop as I just purchased a whole new rig other than my SSD. And I reinstalled Windows7 anyway. My ping is usually 10-20. Not really sure what would be pointed at here sadly. Any help would be awesome!

Server is hosted on a VM on a machine I have colocated in a datacenter.
VM stats:
2 cpus at 2.0GHz (L5638 @ 2.00GHz)
4 GB of RAM
Centos 7.3

Desyncs can not be caused by your network connection, they are either caused by a bug in the game/a mod or a hardware defect. If you experience desync issues on other servers especially when vanilla you should consider a hardware issue, otherwise mods are the most likely cause.

Ahhh I was under the impression that a desync might be triggered by network issues . Good to know that isn't the case! Though that does make it more curious why I am the main one affected among three people. Am I missing anything from the supplied info that would help for me to get some help?

If you are the only one with those issues on a server with several players, make a memory test, it could be that your machine has a defect. http://www.memtest.org/
