0.14.22 Game doesn't like partial recipe outputs

In a few mods, some recipes have partial outputs such as 1 wood to 1.5 seedling in the case of Bob's Mods greenhouse. While handcrafting that recipe, I noticed that instead of the expected 3 seedlings from 2 crafts, it might give me none, it might give me 4, but I haven't had it give me 3 yet. Is it possible to have the game give consistent outputs with those, or should there be a design constraint that prevents recipes from having partial outputs like that for non-fluid items?

Partial outputs are not accumulative. It's random between the minimum and maximum per craft.
