Game using little of available resources (15 UPS @ 15%)

I noticed that when I send my full army of 40,000 robots out to work on some logistics chests, my game goes from ~35fps to ~16fps. I would think this was just the limit of my system, but checking it with the game running shows only 15% CPU usage and 1% GPU usage.
Is there some reason the game will not use more of what is available? Could this be due to only using a single core?
