Game using little of available resources (15 UPS @ 15%)

I noticed that when I send my full army of 40,000 robots out to work on some logistics chests, my game goes from ~35fps to ~16fps. I would think this was just the limit of my system, but checking it with the game running shows only 15% CPU usage and 1% GPU usage.

Is there some reason the game will not use more of what is available? Could this be due to only using a single core?

Because that's how the game works. We can't just throw threads at the simulation and still have it function correctly.

So it is too deep in the game's code to fix? Damn.
