Non stack inserter pick only 1 item form belt

I have to use a non stack inserter to pick only 1 item form belt.
No the help of Circuit Network beacause I have used it to control the operation of the inserter ,which it will on where I give it one sign.
Now I use Lua command to set 'inserter_stack_size_bonus' of player's force to 0 to gain the effect, but it also have a side-effect that the non stack inserter pick only 1 item for the equipment like chests.
Does any more efficient solution to do it better?
