[14.22] Steam achievement unlock exploit.

I've been playing with mods enabled for a long time, and I've unlocked numerous in-Factorio achievements in that time. Steam achievements did not unlock since I was playing with mods enabled.
Today I disabled all mods except Base Mod, and as soon as Factorio restarted, I got all the Steam achievements that I shouldn't have! I'm pretty sure that's not intended behavior!
