[14.22] Crash on steam startup: "Sprite outside of" error

After a week of play I get a crash on every startup. Problem arose after going from "offline mode" to "online mode". I have to share an account so while the online account was in use, I went offline where I played for several days. When I went back online, steam informed me that my files were out of sync. As my local files were the most recent, I opted to upload them to the cloud. After this was done, I'd start the game, get the load page with the progress bar which generally reached 50% or higher before giving me this error dialog: "Sprite outside of "__base__/graphics/entity/curved-rail/curved-rail-horizontal-ties.png" (at 255, 127, size 1x1 of 0x0)" hitting ok in response closes the game. This happens 100% of the time now. Couldn't find any other postings involving this specific error.
I'm running Win10(x64), currently up to date, no anti-virus sw installed beyond windows defender. I'm on an older system Intel Core 2 Quad Q6600 2.4Ghz with 4GB and GeForce GTX 750 Ti with up to date drivers (yeah, I know it's sad but it works fine).
I've not used any rails in the game, haven't tried to craft or place any. However, my roommate has played the campaign and has used rails. Not sure if this matters as I saved a named save file both on and off-line so I have that as well as the auto-saves.
Tried: restarting steam multiple times.
Next try to is re-boot again and re-try, and then uninstall and reinstall.
