You cannot place concrete slabs on landfill ?

a few possibilities:
- around water you can't place flooring for a few tiles
- give new land time to settle in: a minute should be more than enough.

Oh I see my bad then, just noticed that you cannot place concrete unless you're 2 blocks from water
