Out of map == water?

I am unsure if this is a bug or a feature, also unsure where to post this but it's quite funny to me so I thought I'll share it. :)

Couldn't reproduce. I started a new vanilla sandbox game, all tech, added myself some landfill and offshore pumps, and can't do the first step (the glitchy landfill over land). How did you do that ?

Not a bug, The "out-of-map" tile can be used as water, including the world border.

Made that landfill with a mod, it just places an "out-of-map" tile, if you want to reproduce it create a world with a finite boundary and attempt to set an offshore pump at it's border.
