Steam engine efficiency help pls! =)

Anywho, I'm having a little trouble getting my steam engines to 100% efficiency.
At the moment I have 20 in total producing only 5.2 MW which is under by a lot if I'm not mistaken. "Available" bar is always 100% however ususally they perform at about 50% or lower.
Could anyone give me an ELIF walkthrough for efficiency relating to steam engines?

You numbers mean that the electric demand of your factory is 50% of maximum capacity of the generators (and you have enough 100°C-hot water supplied = "Available"-bar)
