Interactive Tutorial and Late-Game RTS-style Synergy

Much like the current train camera UI, there's a lot of potential to implement a system for remote viewing/interaction with multiple purposes.
The interactive tutorials could be implemented as remote sandbox-views of separate surfaces, and the same UI could be used with a blueprint-and-entity-UI-only restriction to enable late-game Command Center style play!
