LuaEntity.in_construction_network

I would find this quite handy as get_logistic_network is nil when in the construction area.

luaentity.in_construction_network (read only bool), Returns true if entity is inside of any construction network.

I added a way to get all logistic networks that overlap a given position owned by a specific force on a specific surface for 0.15.
