I'm making a larger storage tank and I plan to only have 2-4 pipe connections, I haven't decided yet, but I want to make it so that the pipe connections don't rotate.

I am also trying to figure out how to change the direction of the pipe connections, any help would be amazing.

From some experimentations I was doing to get the opposite effect (allow all 4 rotations) I found that the tile_width and tile_height values seem to determine what rotations are possible.
