I was thinking of a belt-splitter shaped item that would simply take the items from the top belt and put it onto the bottom belt and vice versa.

This would allow for making a main bus without underground belts. You could simply swap the item you want one lane at a time until it reaches the side of the bus and then split it off from there. I think it would make for some really cool looking main buses. You could even get the right lanes into the center of your belt with enough blank lanes and just place factorissimo bases right in the middle of your main bus.

You can do this with vanilla splitters in 0.16

Only if one of the belts carries only one item type. If they both have 2+ item types it won't work. And modding that in is bleh for performance. Not sure if Belt Sorter can do that. https://mods.factorio.com/mods/judos/beltSorter
