add support for enabling and disabling mods in install scree

add support for enabling and disabling mods in install mods screen. Sometimes it's nice to just download mods you want to use in other games, but not in your current one as you come across them. it would be nice to be able to download the mod but disable it. A checkbox beside the mod would be perfect to toggle it's enabled status.
