Extremely low speed uploading / download maps

I tried to play with my friend, but the downlaod/ uploading speed of the map is extreeeemely low (like 4b/s)... so it's impossible 
...
and when I tried to connect with a map list the said this following msg:
"couldn't establish network communication with server"
The only way to connect is by ip...
